    The Energy Assistance Program (EAP) helps pay home heating costs and furnace repairs for income-qualified households.

    Household Must Apply for EAP by May 31, 2017

    Applications must be received or postmarked by May 31, 2017 to be processed for EAP benefits for the 2016-2017 program year. Applications received after May 31 may be eligible for the Weatherization Assistance Program, local funds, referrals, advocacy, etc. EAP applications denied due to end of program year will be put on the mailing list to automatically receive an application for the next program year.

    EAP is federally funded through the U.S. Department of Health and Human Services. Grants are:

    • Available for renters or homeowners

    • For households with income at or below 50 percent of the state median income

    • Based on household size, income, fuel type and energy usage

    Services may include:

    • Payment of energy bills

    • Help with utility disconnections or necessary fuel deliveries.

    • Education on efficient and safe use of home heating energy.

    • Advocacy with energy suppliers and human service providers on behalf of consumers.

    • Repair or replacement of homeowners’ malfunctioning heating systems.

    Energy Assistance

    • Call for an application and return to Rosemount CAP agency

    • CAP will review the information to determine eligibility.  The amount will be divided over 3 months in either your electric or gas account or both.

    • If you have a disconnect notice and you get Energy Assistance you may be eligible for crisis funds if they are available.  You will need to meet with an Energy Assistance Case Manager to work on a budget

    • Being eligible for energy assistance does not mean you don’t have to pay your utilities during the winter months.  You will be shut off come April if you haven’t paid your bills in full.

    • Apply for Cold Weather protection by contacting you utility companies.  If you qualify you can avoid being shut off during the winter months of October 15–April 15th

    You may qualify for free tax preparation at various locations across Minnesota. You can generally get help at a Volunteer Income Tax Assistance (VITA) site if any of the following are true:

    • You are age 60 or older

    • You are a person with a disability

    • You speak limited or no English

    • Your annual income is less than $54,000

    In addition, the AARP Tax-Aide program offers free tax preparation for all taxpayers, particularly those who are age 50 or older. AARP Tax-Aide sites do not have income or age restrictions. Both programs will only prepare basic returns.
